Ambient environmental inspections in repeated
نویسندگان
چکیده
We consider an environmental inspection agency who credibly commits to a permanent observation of ambient pollution at the property line of individual rms. In this setting, standard results in the theory of repeated games generalize to enforcement games. The inspection agency obtains partial compliance without ever penalizing the polluter, even in settings where it would never obtain any compliance in the stage game. We identify under which conditions this is an improvement compared to a game where the agency does not collect prior information. Both equilibrium and out-of-equilibrium behavior can be given a nice intuitive interpretation.

The Use of Ambient Inspections in Environmental Monitoring and Enforcement When the Inspection Agency Cannot Commit Itself to Announced Inspection Probabilities
We consider a game between two polluting firms and an inspection agency, which can inspect ambient pollution levels before inspecting individual firms, but without committing itself to announced inspection probabilities. Without ambient inspections, we have a unique equilibrium. With ambient inspections, we obtain several equilibria, depending on the relative values of the environmental cost of...
متن کاملAmbient inspections in environmental enforcement : an extension
We consider an inspection game between an arbitrary number of polluting rms and an agency who can choose to monitor ambient pollution. We obtain an equilibrium where all rms comply with the same probability and where the inspection agency inspects all rms individually if ambient pollution exceeds an endogenous threshold. If the ne for noncompliance is high enough, the agency's costs are lower t...
متن کاملOptimal fines for environmental noncompliance under a decentralized enforcement policy
We consider the determination of the optimal ne for noncompliance by a legislator who anticipates the inspection game between an autonomous inspection agency and polluting rms. This agency can make the inspection of individual rms contingent on ambient pollution. The agency's autonomy implies that it cannot commit itself to announced inspection probabilities. If the legislator centralizes the d...
متن کاملCompeting to Discover Compliance Violations: Self-Inspections and Enforcement Policies
To enable cost-effective enforcement of environmental compliance standards, regulatory agencies encourage production firms to voluntarily discover and correct compliance violations. Although such self-regulation activities often bring desired benefits, they create nontrivial challenges. To study this tradeoff, we develop a model that captures the interactions between a regulator and a firm that...
متن کاملEvaluation of organic carbon, elemental carbon, and water soluble organic carbon concentration in PM2.5 in the ambient air of Sina Hospital district, Tehran, Iran
In the present study, carbon species including organic carbon (OC), elemental carbon (EC), and water-soluble organic carbon (WSOC) concentration in PM2.5 were assessed at an urban site of Tehran, Iran during March to June 2014. The PM2.5 samples were collected using an frmOMNITM Ambient Air Sampler. Thermal gravimetric analysis (TGA) was used to analyze OC and EC. The results showed that PM2.5 ...
